The rapid development of computer and information technologies continues to transform the information society and, among other things, forces the education system to evolve, which has always been distinguished by its conservatism. The article analyses the current state of on-line learning and the prospects for creating virtual universities based on information platforms. The EMPRO system (application software consisting of tools for managing, monitoring, documenting, reporting, delivering educational content and controlling the educational proces) created by the Azerbaijani IT company SINAM Ltd is proposed as such platform. As part of the functioning of this system, it is to use an intelligent virtual assistant as a software solution to support infocommunications of all users of the system. For the purpose of operational monitoring of the learning process, it is to use an intelligent academic rating system that tracks the dynamics of user activity and contributes to systematic education.
