ORGANIZATION OF STRATEGIC PLANNING PROCESS IN AZERBAIJANI STATE HIGHER EDUCATION INSTITUTIONS

This research examines the current state of strategic planning in higher education institutions (HEIs) in Azerbaijan. Strategy is a concept adapted from the business sector to universities. The primary objective of this study is to gather information about the current state of strategic planning in Azerbaijani HEIs and to explore the significance of implementing a strategic plan in universities. Additionally, the study investigates the practices universities refer to during their planning process. The research includes a detailed analysis of samples from four public HEIs in Baku and Sumgayit cities. Designed using a qualitative approach, the study employed document analysis and interviews as data collection methods. The universities’ active strategic plans and accreditation reports were analyzed through document analysis. Simultaneously, semi-structured interviews were conducted with individuals responsible for strategic planning in the HEIs. The results of the research revealed that the 5- and 10-year plans of universities include their missions and objectives. HEIs perceive the strategic plan as a tool for “building a bridge to the future,” “accountability,” or “resource allocation.” During the preparation of the strategic plan, internal and external stakeholders were involved in the decision-making process, and it was found that HEIs referred to both international and local practices in creating their plans.
