The need to evaluate the performance of university teachers arises from the fact that the teacher generates a significant image of the quality and reputation of the university where he works. Nevertheless, in most universities in Azerbaijan, the appraisal of the quality of teachers’ activities is not carried out on a systematic basis. As a sample, it is possible to mention that the basis for the ongoing procedure to replace the vacant posts in the department is not guided on a formulated concept in order to assess teaching activities. The mentioned situation creates obstacles to the implementation of practical work and demonstrates a negative impact on the reputation of the university. Currently, diverse methods for the appraisal of teaching staff are worked on and tested while generally accepted methodology is not constituted up to the present. The following major factors, which can be distinguished to analyze the reasons for the complexity of developing models and methods to evaluate the teachers’ activities at Azerbaijan universities, are stated as: 1) the complexity of assessing the contribution of an individual teacher who performs numerous functional duties in the training of an expert which is inherently collective work; 2) the lack of reliable data about the qualitative results of the university as a whole and teachers, in particular; 3) the non-existence of a group of managers and teachers in conducting the objective appraisal of the results of scientific and pedagogical performance based on complete verified data. In line with sorted considerations, the article proposes a methodology for the expert appraisal of the activities of teachers at the initial stage in the committee of quality and systematized by the
university administration on the final result.
