SCHOOL BUDGET AND FINANCIAL MANAGEMENT

This research paper explores the crucial role of school budgeting and financial management in ensuring the effective functioning of educational institutions. In the modern era, the proper planning and management of financial resources are essential for improving the quality of education and ensuring sustainable development. The article provides a detailed overview of the principles of budget planning, the legal framework in Azerbaijan, and international experiences. The application of leadership theories in financial management is illustrated through case studies from countries such as Finland, Japan, the United States, and the United Kingdom. The study analyzes the financial challenges, authority limitations, and resource shortages faced by school principals in Azerbaijan based on practical survey results. The findings indicate that giving principals more authority in budget planning and increasing their financial literacy can lead to progress in this field. The paper emphasizes the importance of financial management based on the principles of transparency, accountability, and efficiency in ensuring equity in education.
