Developing countries around the world, including our country, are interested in joining a variety of international studies to determine to what extent their education system is effective and to define the required steps that should be taken for successful education policies. As a case study, it is possible to name some of them such as PISA, PIRLS, TIMSS, TALIS, PIAAC, and ICILS. The article discusses the PISA (Program for International Student Assessment), especially the impact of the school environment on students’ academic outcomes at the same time, the mentioned focal points have been compared to the consequences of Azerbaijan and other countries. Furthermore, the study attempts to seek answers to the “what are the factors that directly or indirectly affect the outcome of the students in PISA?” and “How much does their role play?” questions.
